Intent and Summary

This Knowledge Base is designed as a dynamic summary of emerging results from 27 Cooperative Agreement Projects originally funded in October 1994 by the Special Projects of National Significance (SPNS) Program of the HIV/AIDS Bureau of the Health Resources and Services Administration (HRSA). Funding for most projects continues through September 1999. Each of the 27 Cooperative Agreement Projects was funded to design and deliver ways of providing innovative services for HIV/AIDS. Some projects provide these services directly, while others use methods of training and infrastructure to enhance or create new services in their service delivery areas.

Each project is represented on the Cooperative Agreement Steering Committee of HRSA/HAB's SPNS. Additional representatives to the Steering Committee come from the Evaluation and Dissemination Center and HRSA/HAB's SPNS.

This Knowledge Base is designed to present emerging results from these projects. Many of the Knowledge Items are derived from quantitative data, while others derive from qualitative information. Various methods of collecting data have been used including coding services, client interviews, trainee interviews, self-completed forms, staff observations, expert judge observations, and laboratory test results.

The Knowledge Base will add items as sufficient data are available. Because these are ongoing projects and this is an ongoing data analysis process, items may be changed over time and many new items will be added. The analysis strategy will be sequential where initially fairly straight-forward analyses will be posted. Over time, more sophisticated quantitative and qualitative analysis methods will be used and the enhanced Knowledge Items will also be posted.
