J. Huba, Ph.D. [The Measurement Group] is
the President of The Measurement Group LLC, a company he founded in 1988
(with Dr. Lisa A. Melchior), and a California-licensed psychologist
specializing in evaluation, measurement, testing, health services
strategic planning, and management consulting. Dr. Huba
is a 1977 graduate of the Ph.D. Program in Psychology at Yale
University where he was a National Science Foundation Fellow. Dr. Huba is
a Fellow of the American Psychological Association, a Distinguished
Consulting Professor at the California School of Professional Psychology,
the former Associate Director of the UCLA Center for the Study of
Adolescent Drug Abuse Etiologies, and the former Vice President of Research
and Development at Western Psychological Services. He is frequent
contributor – with more than 200 professional publications (peer-reviewed
journals, chapters, books, major technical reports, commercial
psychological-educational tests and computerized expert interpretation
systems) and more than 300 presentations at professional meetings – to the
professional literature on topics of HIV/AIDS, alcohol and drug abuse,
methodology, evaluation, statistics, testing, planning, and information
dissemination. Huba has held faculty appointments at Yale, the University
of Minnesota, UCLA, and the California School of Professional Psychology.
Since 1993, Dr. Huba has been the Director of the HRSA HIV/AIDS Bureau
SPNS Evaluation and Dissemination Centers for groups of 27 cooperative
agreements on innovative services and 10 projects on service models for
adolescents. Huba is also the primary designer of the web site at
www.TheMeasurementGroup.com that provides materials and results from more
than 40 national demonstration programs on HIV/AIDS; the site has been a
major national model for the publication of evaluation results and methods
on the Internet. Dr. Huba has longstanding interests and experiences in
program evaluation and methodology, product development and commercial
publishing, medical-social service programs, and management consulting on
consensus knowledge generation processes.
