Agency Infrastructure-Attitudes Form: Draft of April 11, 1996


 
Main Purpose The purpose of this module is to develop a method for assessing the quality of the services infrastructure in the region by asking representatives of service providers to rate a series of attitude questions using standard categories of agreement and disagreement. Items are selected to measure a number of major themes in the service network including mainstreamed services, the use of funds for specific target groups, the necessity of locating services in the community, treatment models, and the ability of different providers to work well together.
Description
  • Versions of the Infrastructure-Attitudes Form have been used by HRSA in a 7-city study of HIV-positive drug abusers and by 6 Adolescent SPNS projects. An alternate version has been used with 900 California service providers. The version appended to this sheet is from the adolescent studies.
  • The questions in this draft need to be changed slightly to make it appropriate for the full range of HIV-positive individuals targeted by the current Cooperative Agreement Projects.
  • Items are designed to elicit a wide variety of opinions about how the service system works.
  • Self-administered.
Target Projects for Form
  • Any project seeking to change the overall infrastructure in its catchment area regarding services for one or more target groups.
Major Evaluation Function
  • Documenting change in the way that agencies in a particular catchment area view one another or the overall service delivery system.
  • Changes in the degree of consensus (that is, item variability) are just as important as changes in average level of agreement with the items.
