What Was Learned About Integrated Services and Their Evaluation within the HRSA/HAB/SPNS Cooperative Agreements (1994 – 1999)
[G. Huba] This concept paper reviews what was learned about integrated (or “wrap-around”) medical and psychosocial care for HIV/AIDS from the cross-cutting evaluation of the HRSA/HAB/SPNS Cooperative Agreements. Many different results using different segments of the Cooperative Agreement data and differing analytic techniques converge to show the advantages of wrap-around services, especially for those patients with high levels of service need and vulnerability from populations that have traditionally been underserved in the medical treatment system. The collected set of results may be useful for developing standards for integrated or wrap-around care, and for developing indicators of the quality of care.

Study of Medical Outcomes from HIV/AIDS Treatment for Ryan White Title I Patients in Broward County, Florida
This page provides a short summary and links to a chart abstraction presentation, an outcomes presentation, and an outcomes report from an evaluation conducted in Broward County (Fort Lauderdale), Florida to determine the medical outcomes of patients treated with Ryan White Title I funds. This study was conducted for the Broward Regional Health Planning Council and Broward EMA Ryan White Title I Planning Council.

PROTOTYPES WomensLink: Evaluation Report
This evaluation report presents data supporting the outcomes of women living with HIV/AIDS who participated in services at PROTOTYPES WomensLink between October 1994 and September 1999 as part of a model community-based program funded by a Special Projects of National Significance (SPNS) grant from the Health Resources and Services Administration, HIV/AIDS Bureau.

Report on Lassen-Plumas Treatment Consortium for the Families of Adolescent Substance Abusers
This report summarizes the evaluation and findings of the Lassen-Plumas consortium project (the consortium project was located in the rural "frontier" mountain ranges of northern California). The report describes the development of an integrated substance abuse services delivery system for adolescents and others, including Native American youth, living in rural settings.

Health Initiatives for Youth: A Model for Youth as a Resource in Program Evaluation
This report demonstrates how HIFY used an Empowered Youth Evaluation (EYE) Model (developed in collaboration between The Measurement Group and the HIFY-YHI team) in which youth are empowered to help other youth through skill building, shared activities, and effective communication. Evaluation forms from the cross-cutting evaluation of HRSA/HAB's SPNS Adolescent Care Projects were used to document client characteristics and services provided. Project specific evaluation tools were developed in collaboration between The Measurement Group and the HIFY-YHI team and were used to evaluated specific events and activities conducted by the HIFY-YHI team.

Indiana Community AIDS Action Network (ICAAN) Evaluation Report
This evaluation report on the Indiana Community AIDS Action Network (ICAAN) HIV Advocacy Program describes legal advocacy services provided through this program. ICAAN's HIV Advocacy Program was designed primarily to reduce discriminatory barriers which prevent people with HIV from receiving a full range of health and human services.

Michigan Protection and Advocacy Service (MPAS) Evaluation Report
This evaluation report on the Michigan Protection and Advocacy Service (MPAS) Program describes legal advocacy services provided to residents throughout the state of Michigan. Missouri Department of Health Integrated Care for Individuals with HIV/AIDS, Mental Illness, and/or Substance Abuse Problems
This report describes the qualitative information obtained from interviews that were conducted with key staff actively involved in the Missouri Department of Health project as a means its different aspects. It provides the perspectives of state department of health staff, HIV/AIDS service coordinators, mental health providers, and substance abuse treatment professionals – all of whom were part of what the project called its "SPNS network. " 

Issues in Implementing a Managed Care Home Health Services Delivery System for Patients with HIV/AIDS: A Case Study by the Visiting Nurse Association of Los Angeles
This report examines various cost, implementation, and evaluation issues in a Transprofessional Model. The Transprofessional Model was designed by the Visiting Nurse Association-Los Angeles to provide capitated end-stage care for persons with HIV/AIDS utilizing multidisciplinary teams of healthcare professionals.

Trainings Outcomes Interview Study
This study presents findings from 218 interviews with service providers who participated in training experience(s) offered by the SPNS projects providing training in approximately the prior year.

The Comprehensive Healthcare Work Group Qualitative Evaluation Report
This report was developed by HRSA/HAB's SPNS Cooperative Agreement Comprehensive Healthcare Work Group and The Measurement Group to educate people about their projects, their experiences, and the lessons learned in the initial years of the programs. The three Comprehensive Healthcare Projects are: The University of Nevada School of Medicine, The University of Vermont & State Agricultural College and Washington University School of Medicine. The Continuing Need for HIV Advocacy
This report examines the unmet advocacy needs of people living with HIV/AIDS based upon information from four legal advocacy projects, a literature review, and two focus groups conducted with ex-offenders and with youth.

Infrastructure-Advocacy Work Group Qualitative Evaluation Report
This report discusses approaches used by the Infrastructure - Advocacy Work Group to develop, improve, and/or refine HIV care and service delivery systems. Youth-To-Youth–Peer Workers in HIV/AIDS Youth Programs: A Peer Development Guide
In 1993, the Health Resources and Services Administration (HRSA) Special Projects of National Significance (SPNS) Program funded ten national demonstration projects focusing on youth and adolescent HIV/AIDS services. Seven of these projects have collaborated to assemble a manual describing the best practices and lessons learned from programs that use peers in the development and delivery of HIV services. The Infrastructure for Adolescent HIV Services in Six Cities: A Cross-Cutting Evaluation of the Health Resources and Services Administration Special Projects of National Significance Program
This report summarizes the findings of adolescent care projects in six cities (San Francisco, Boston, Los Angeles, Bridgeport, Seattle, and Birmingham) in relation to evaluating the service infrastructure for HIV-related youth services. The report looks at the type and quantity of HIV-related service availability for youth in each city as well as the barriers to providing such services. In addition, this report documents the cohesiveness of the service continuum as well as service provider consensus of HIV youth services design.

Report on Outreach Activities in 10 Adolescent-Targeted Projects for HIV/AIDS Services
This is the first report in a series written about the activities of the 10 projects on adolescent-targeted HIV services funded in 1993 by the HRSA Special Projects of National Significance (SPNS) Program.
